Saudi Arabia Pushes Two-State Solution at Global Alliance Meeting in Dublin

Saudi Arabia has reaffirmed support for the two-state solution path at the eighth meeting of the Global Alliance for the Implementation of the Two-State Solution.

During the meeting, held in Ireland’s capital Dublin, the Kingdom stressed that achieving an independent Palestinian State remains the only viable path to lasting peace in the region.

Crucial Platform

Minister Plenipotentiary at the Saudi Foreign Ministry, Dr. Manal Radwan, represented Saudi Arabia in the eighth meeting of the Global Alliance for the Implementation of the Two-State Solution.

Held under the auspices of the Irish Department of Foreign Affairs and Trade, the meeting saw wide participation from member states and international partners, according to the Saudi Press Agency (SPA).

During her speech, Dr. Radwan emphasized the crucial role of the Global Alliance as a unique international platform for harmonizing peace efforts, ensuring their consistency and effectiveness in driving a political solution.

Furthermore, she praised the US pivotal role and efforts led by President Donald Trump, noting that coordination with the US to implement the comprehensive peace plan provides a real opportunity to end the conflict, paving the way for regional integration and long-term stability.

Gaza Peace Plan

The UN Security Council (UNSC) adopted resolution 2803 in November 2025, endorsing Trump’s 20-point peace plan for Gaza. This resolution endorses the creation of the Board of Peace as proposed in the plan, granting the Board and UN member states the mandate to deploy a temporary International Stabilization Force (ISF) in Gaza.

During her speech, Dr. Radwan highlighted the importance of implementing the UNSC Resolution 2803 as the legal and political framework for this phase, specifically regarding the mandate of the Board of Peace, ensuring the withdrawal of Israeli forces, ending the occupation, and creating the necessary conditions for political progress.

In this context, she referred to the Irish peace-building model as proof that complex conflicts are solvable through comprehensive processes, clear political horizons, and the replacement of violence with dialogue and trust.

Intensified Diplomatic Efforts

The Saudi representative renewed warnings over the gravity of Israeli forces’ persistent violations of the ceasefire agreement, stressing the significance of the New York Declaration, the comprehensive peace plan, and the UNSC Resolution 2803, which constitute an integrated framework with consistent and mutually reinforcing objectives.

Moreover, she noted that the current phase needs intensified diplomatic efforts, dialogue and joint action to ensure the path does not deviate from its core objectives of ending the conflict and establishing peace.

In light of this, she underscored the need to support the Palestinian National Authority, build its institutional capacities, and ensure the institutional and geographic connectivity between Gaza and the West Bank, preserving the territorial integrity of Palestine.

Saudi Commitment to Peace

Saudi Arabia has been a steadfast champion of peace, advocating Palestinian rights to self-determination and an independent state.

To this end, the Kingdom launched the Global Alliance for the Implementation of the Two-State Solution, in partnership with Norway and the European Union (EU) in September 2024.

As the leader of this alliance, Saudi Arabia has leveraged its diplomatic weight to mobilize international support for the establishment of an independent Palestinian State.

These efforts led to a wave of recognitions from major Western powers, as well as the adoption of the New York Declaration, which charts an irreversible path to Palestinian Statehood.

Within this context, Dr. Radwan underscored Saudi Arabia’s commitment to continuing collaboration with regional and international partners to achieve a just and lasting peace that fulfills the aspirations of the Palestinian people for self-determination and the establishment of an independent state, and ensures security and stability for the peoples of the region.
